While GSI has clearly been a success, it is nearly impossible, without significant funding, to retrofit an entire region the size of Houston to resolve challenges and conditions not address by 20th century design policy and practice. During Hurricane Harvey, one of the most frustrating aspects was seeing detention ponds partly full or empty while the rain was still coming down and streams were overflowing into our neighbor’s homes. Rob Woodman, from ACF Environmental, continues his vlog series, LIDBits. This part of the two part series includes an interview with Mitch Haustein from Anoka Conservation District and the product “Rain Guardian”. These pretreatment devices are often used in urban curbline applications that lack the space for standard sediment forebays. Multiple configurations are available to meet both commercial and residential needs with all configurations including a grate, filter and chamber combination with overflow points to prevent inlet debris from causing bypass before the system reaches capacity.

The stream in the 32-acre Alger Park was likely once intermittent before the neighborhood around it was developed in the 1930s, ’40s and ’50s. But, over time, rainwater washing off paved surfaces was piped into the waterway via five stormwater outfalls. Those outfalls functioned “like fire hoses” during heavy storms, Burch said, blasting the dirt from stream banks and undercutting them until another inch or two sloughed off into the water below.
